For commercial renewable energy enthusiasts, there’s no shortage of eye candy among industrial sized wind installations, but for the homeowner, the closest they get to feeling like they’re really generating clean energy might be the ‘Powered by the Wind’ sticker they get from their local utility when purchasing the wind power option for electricity. But that could change very soon, because a major retail store, Ace Hardware, will soon be selling a very cool new home wind turbine at half the installed price of a traditional turbine.

The Federal government is asking the fuel industry to incrementally raise the levels of ethanol in the country’s gas. California has state legislation called the California Global Warming Solutions Act of 2006 calling for car fuels to reduce greenhouse gas (GHG) emissions. The California Air Resources Board counts indirect GHG’s created in the production of ethanol, meaning it will not be part of California’s solution when the plan starts in 2011. The Air Resources Board believes it is doing its duty, as “the Legislature declared that global warming poses a serious threat to the economic well-being, public health, natural resources, and the environment of California.” The ethanol industry isn’t about to say aw, shucks.

Tobacco, once the glory crop of the South Atlantic region of the United States, has fallen in stature as health problems associated with smoking the plant have come to light.  Now tobacco may be able to redeem itself by producing solar cells, according to researchers at the University of California at Berkeley.  By infecting tobacco plants with a genetically engineered virus, scientists have been able to “produce artificial photovoltaic and photochemical cells” which are biodegradable and may end up being “more environmentally friendly than traditional methods of making solar cells”.

One of the many under-appreciated bits of green legislation that Democrats snuck into the American Recovery and Reinvestment Act (ARRA) was that electric utilities (as well as businesses and homeowners) could also get a 30% tax credit if they invest in renewable energy.

This electric utility eligibility for green power incentives could drive renewable energy in the US. Homeowners and businesses might merely like to add renewable energy – but in twenty four states now utilities must buy more renewable energy and are penalized if they don’t.

That is  the “stick” behind the electricity suppliers (in half the US) in the state Renewable Energy Standards (RES). The tax credit now provides the “carrot”.
